Martin P. Votel, Prosecuting Attorney

Martin was first elected as the Preble County Prosecuting Attorney in December, 2004, but has worked for the Preble County Prosecutor’s Office since 1997. From 1997 to 2002, Martin was the Assistant Prosecuting Attorney for the Juvenile Division. Then, from 2002 to 2004, he was the Chief Assistant Prosecuting Attorney before successfully being elected for his first term as the Prosecuting Attorney. During his first term, he successfully prosecuted three aggravated murder cases and one murder case. Martin was re-elected for a second term in November, 2008.

Martin received a J.D. from Northwestern School of Law of Lewis and Clark College (1996) as well as a Certificate in Environmental and Natural Resources Law. His B.S. is in Biology from Xavier University (1990). He received a License to Practice Law from the State of Ohio (1997) and a License to Practice in the United States District Court, Southern District of Ohio (1997).

Martin has also been an active member of the following organizations:
Ohio State Bar Association, Ohio Prosecuting Attorneys Association, National District Attorneys Association, and National College of District Attorneys. In addition, he is on the Preble County Budget Commission, which, among other functions, makes decisions on how to allocate Local Government Funds.

Gractia S. Manning, Chief Assistant Prosecutor

Gractia has been with the Preble County Prosecutor’s Office since 1998. From late 1998 until mid 2002, she was the Child Support Division Assistant Prosecutor. From mid-2002 until January, 2005, she was the Juvenile Division Assistant Prosecutor, before assuming the Chief Assistant Prosecutor position. As Chief Assistant Prosecutor, her major duties include prosecuting felonies, prosecuting misdemeanors in unincorporated areas of Preble County, and prosecuting non-traffic misdemeanors for the Village of Gratis. Additionally, Gractia is the administrator for the felony Diversion Program.

Gractia received a J.D. from the University of Dayton (1997) and a B.A. in Communications with a minor in Political Science from Bethany College (1992). She is licensed to practice law in both Ohio (1998) and New York (1998). She is a member of the Ohio State Bar Association, the National District Attorneys Association, the National College of District Attorneys, and the New York State Bar Association. She is also a trustee for the Preble County Bar Association.

Valerie Sargent-Eckert, Juvenile Assistant Prosecutor

Valerie began working for the Preble County Prosecutor’s Office in January, 2005, in the role of the Juvenile Division Assistant Prosecutor. In this role, she prosecutes juvenile delinquent offenders, adult offenders against children, and all child welfare (abuse, neglect and/or dependency) cases on behalf of Preble County Job and Family Services, Children’s Services Division. For four years before joining the Prosecutor’s Office, she engaged in private practice in Montgomery County, Ohio, with two different law firms where she obtained experience with criminal defense, domestic relations, employment law, and business/corporate litigation.

Valerie received her J.D. from the University of Kansas School of Law in 2000. She received a B.S.B. in Accountancy, Cum Laude, from Wright State University in 1997. She served as an intern to Congressman John Boehner in his Washington D.C. office, as well as his Troy, Ohio office. She also was a legal intern to the Hon. Robert Fairchild, Douglas County District Court, Kansas.

She is licensed to practice law by the Supreme Court of Ohio (2000), the United States District Court, Southern District of Ohio (2001), and is ECF-trained for both the United States District Court and United States Bankruptcy Court. Valerie is a member of the National District Attorneys Association, the National College of District Attorneys, and the Preble County Bar Association.

Kathryn M. Worthington, Civil Assistant Prosecutor

Kathryn has worked with the Preble County Prosecutor’s Office since 2004, when she was first hired as a Civil Prosecutor. While in law school, Kathryn clerked for GE Aircraft Engines. She also served as a member of the City of Riverside Board of Zoning Appeals from 1998 through 2001, acting as Vice-Chair from 1999 – 2001. After receiving her law degree in 2001, she served as a Staff Attorney at the Ohio Twelfth District Court of Appeals through early July, 2004.

As a Civil Assistant Prosecutor, she advises the Preble County Commissioners, Preble County Engineer, and Preble County Treasurer. She also advises the Tax Map, Microfilm, GIS, and Building and Zoning Departments. Kathryn received a J.D. from the University of Dayton School of Law (2001) and a B.A. in Public Administration with a minor in Urban and Regional Planning from Miami University (1996).

Kathryn is licensed to practice law by the Supreme Court of Ohio (2001) and the United States District Court, Southern District of Ohio (2007). She currently is a member of the National District Attorneys Association, the National College of District Attorneys, and the Preble County Bar Association.

Eric Marit, Civil Assistant Prosecutor

Eric is the newest addition to the Prosecutor’s Office. He graduated from Shawnee State University in 2005 with a B.A. in Social Science and a minor in Philosophy. While attending Shawnee State, he was appointed by Governor Taft to the Shawnee State Board of Trustees. He was also a member of many boards and committees at Shawnee State.

Upon graduation from Shawnee State, Eric attended the University of Dayton School of Law where he earned his J.D. Eric graduated from the University of Dayton with track honors in 2008. Having spent a summer as an intern with the Preble County Prosecutor’s Office, he joined the team officially in December of 2008 after having passed the Ohio Bar Examination. Eric currently works in the Civil Division of the Prosecutor’s Office.

Brenda Miller, Program Director/Victim Advocate

Brenda began working at the Prosecutor’s Office in January, 2008, but has worked for Preble County for 22 years. As a Victim Advocate for the Victim Witness Program, she helps victims of crime navigate the criminal justice system by filing protection orders and other legal documents, intervening during a crisis, and gathering restitution. Brenda is certified through the Ohio Corrections Officer Academy and has also been trained through the Attorney General’s Office and Legal Aid of Southwestern Ohio.  Brenda was promoted to the position of Executive Director of the Victim/Witness Program in March 2010.

Jenni Baker, Victim Advocate

Jenni began working at the Prosecutor’s Office in October 2016. Before coming to Preble County, Jenni worked for the Montgomery County Common Pleas Court for over 16 years, working in numerous job capacities including, Probation Records, Evidence, Judicial Assisting, and most recently the last 8 years she was a Case Management Specialist for the Court Services Division. In 1999, she went through the Victim Witness Volunteer Program in Montgomery County, and has always enjoyed being able to help others, and when an opportunity became available she went for it. She currently works with Victims of Crime and helps those individuals as they go through various court proceedings. She files protection orders and other legal documents, intervenes and proves support and advocacy to the victim, as well as assists the county and city prosecutors in misdemeanor cases. She notifies victims of court dates and any meetings. Jenni has been a lifelong resident of Preble County graduating from Tri-County North in 1997.

Tina Rivers, Legal Secretary

Tina began working at the Prosecutor’s Office in January, 1994. She was born in Dayton, Ohio, and has lived in Preble County all her life. She graduated from Twin Valley South in 1986. She is married and has two children.

Vicki L. Mowry, Administrative Secretary

Vicki joined the Preble County Prosecutor’s Office in February, 1982. She was born in Montgomery County, Ohio, and moved to Preble County in 1969. She graduated from National Trail High School in 1976. She lived in Eldorado, Ohio until she moved back to Eaton in 2006. Vicki received the Outstanding Staff Person for the State of Ohio in 1999 from the OPAA. She has a daughter.
